Why isn't V-Sync an option in settings?
So I was watching a video on how to add skins to perks add-ons etc. Tho he also showed how to disable V-Sync. Told a friend about this stuff and he said that I SHOULD NOT disable V-Sync in the files. He got banned for a month after like 7 games. Can this happen or did something else happen to him. and yea why isn't V-Sync already a settings option?

Yes, you can get banned for editing the game files, if EAC detects that the files have been altered and bans you automatically. I've never heard of someone being temporarily banned by EAC though, so the other possibility is that he broke a rule in-game and was banned for that. But yes, it is possible to get banned for editing files.
As for why V-Sync isn't already an option in the settings, I couldn't tell you for sure. The official position on the lack of graphical settings in the past has been that allowing players to customise the game's graphics makes it more difficult for the team to balance the game visually (lighting, terrain, animations, etc.).

Hmmmm that sure seems like the case. I just want to be able to play at higher frames, would be soooooooooo nice. I've never heard of a ban cause of icon changes, but not from V-Sync desabling either. I'm very tempted to try but I really don't want to get a long ban cause of pure visual changes -w-

To be fair, I've never heard of someone getting banned for changing the ini file either, but it isn't something that's officially encouraged and it is a do-at-your-own-risk type of thing. Meaning the developers themselves won't ban you for it as far as I know, but if EAC does detect it and decide to ban you for it, BHVR can't do anything about it.

If you talk about notepad file where you can change your resolution and other graphic options, you won't get banned for changing them. Years ago I had only bad laptop so I had to change resolution in notepad file to be able to play in 30fps.

Well by BHVR no, since it's a "do at your own risk" type of thing. This goes for changing perk icons, character portraits, anything visual (for the most part).
However, EAC doesn't entirely care about those things and will just ban you for tampering with the files. That's where the "do at your own risk" warning comes in, since EAC might consider that as "cheating", since you tampered with the vanilla files. I'm not sure if the notepad file is an exception, but tampering with any files would naturally come with a risk.

You can't get banned temporarily by EAC tho, he must've done something.
I have disabled v sync and anti aliasing in the games files, i'm playing like this for over a year now

It's a risk, that doesn't mean it's going to happen. In fact, it might NEVER happen at all.
People have been tampering with the game files for years to change portraits, perk icons, etc, but they haven't been banned yet by EAC either. That's why it's a "do at your own risk" type of deal, it's not really something that's prioritized by EAC, it just automatically detects it if you're unlucky.

That is a good point, I wasn't sure whether EAC can give out temp bans or not, which is why I didn't mention it, although my suspicion was not. So you're right, if that is the case, then he probably got banned for something totally unrelated (either way though, the fact remains that it is still technically possible to get banned by EAC for changing the files, even though it's not likely and seems not to have happened in this case).
