Self unhook needs Borrowed time built in

What is the point of being able to self hook if the killer can just camp, block and smack? Either by knowingly camping to see/make sure you don't self unhook, or they proxy and are still within range to get that hit off.
A feature likely already requested but with the percentage of unhooking yourself being so dismally low already, and the number of camping killers being too damn high these days. I figured I'd toss it back out there.
Self unhook needs some kind of Borrowed time, or deep wound status otherwise, why have it? Most people want to self unhook when a killer is camping / slugging /otherwise making the game miserable for the team as a whole, it's very rare to find someone legitimately try and self unhook in games unless its a full SWF with coms.
I know there's the Deliverance perk, but that has certain requirements and guarantees a self unhook. What I mean are the random times you just 'try' to see what happens.
Self unhook / Kobe / 2-4% needs some help I think. Something for those of us sick of having to hang around and literally do nothing for so many minutes, after having waited 5-10 for a match because we don't want to 'ruin the game' for others by hook suicides since it's a greater chance to get than a self uinhook.. :\
