New Killer. The Starver. New Survivor. Tony Lockhart. New Chapter. Death Of A Hateful Hunger.
The Starver.
BackStory
Jeremy Cleaver was a young boy when he got kicked out onto the streets. He started joining in with gangs, robbed shops for food and practically turned his life into a whole crime series. One day, he was incredibly hungry so that night, he went up to his gang enemy. He stabbed with his knife, he kept stabbing and stabbing until his enemy was dead. No one else woke up. He dragged the body with him to a place no one knew. He started a fire and cooked the body! 30 minutes later, he ate as if it was a bottomless pit. Tony LockHart (The gang leader) came into Jeremy’s sight, but didn’t find him. 1 year passed on, Jeremy was incredibly hungry again. He had stayed in a forest for a whole year, killing and eating animals. But a few weeks passed and he couldn’t find any. His stomach rumbled and rumbled. He eventually died of hunger. But his body was still alive. Some of his skin had rotted away, his ribs could be seen. There were holes in his face and some in his legs. He was still wearing the same clothes he had when he was in the gang. Tony, saw everything...
Power.
Every survivor has a hunger bar. The Hunger bar loses 1% every 5 seconds. When running, the hunger bar loses 1% every 3 seconds and when in a chase the hunger bar loses 1% every 2 seconds. When this hunger bar drops below 50%, survivors movement speed will decrease by 5%. Also when the hunger bar drops below 50%, their stomach will start to rumble. The closer the Starver gets to that survivor, the louder the rumble will be. When the hunger bar drops below 20% (this is the dangerous area) survivors will be exposed for as long as they are below 20%. When the Starver hits a survivor, that survivor loses 10% of their hunger bar. To get out of this situation, survivors will have to find a table full of food (5 in total) But be careful, the food won’t last forever!
Weapon. A dry, long piece of bone that still has blood dripping from it.
Addons.
When the hunger bar drops below 60%, survivors repair generators 6/8/10% slower. Yellow/green/purple.
When the hunger bar reaches 0%, The survivor will go down a health state. Green addon.
When the hunger bar drops below 30%, The survivor will be exposed. Purple addon.
When the hunger bar drops below 55/60/65% the survivors movement speed will be 5% slower. Brown/yellow/green.
1 less table of food will spawn in the map. Pink addon.
Perks
Complete Block
When a survivor completes a generator, every other generator will get blocked for 20/25/30 seconds. Even if a survivor is already working on it!

Blind As A Bat
When all the generators are complete, the exit gates auras aren’t shown to the survivors and they can’t be opened for 30/35/40 seconds.
Cant Get Away!
When chasing a survivor, if the survivor vaults over a pallet or through a window. You will get a 75% speed increase for 3 seconds. Has a cool down of 60/50/40 seconds.

Perks.
Come At Me
When being chased by the killer, survivors that are within 10/12/14 metres from you will get a 3/5/7% increase to action speeds.
Time To Shine
When your teammate is injured and is being chased by the killer, if you run in and take a hit, that will result in your teammate going from injured to healthy and you will go down a health state.
Time To Shine has a cool down of 140/120/100 seconds.
Odds and Evens
When repairing a generator with an odd amount of survivors, the repair speed is decreased by 10/8/6%. When repairing a generator with an even amount of survivors, the repair speed is increased by 4/6/8%.

feedback time (i'm only doing the perks/power, no backstory as it's not my fortè)
to start, the power. The power seems too passive for my tastes (pun definitely intended) and it feels like the killer doesn't need enough effort to execute. this was the reason for the ruin and doctor changes. if I had to do something with the concepts, I'd say that they lose 2% hunger for every 2.5 seconds in a chase and they lose 12% on hit. I'd also make the change that the killer can poison one tables dish at a time. eating from a poisoned dish will have a chance to poison the survivor, applying blindness, temporary damage (they will be injured for the duration of the time poisoned) and the broken status effect for 50 seconds. I can't give the time it takes to poison a dish or the chance to get poisoned until I know how long it takes to eat and how much hunger eating gives.
"Complete block" seems alright
"blind as a bat" seems like a remember me replacement. personally I'd have something with blindness, which would hide auras and be on theme with the title. maybe every time a generator is completed, every survivor who has been hooked gets the blindness status effect for 60 seconds?
the last one is way too op. 75% pretty much guarantees a hit and takes little to no effort from the killer. I don't have any ideas for names or reworks, but it definitely needs to be changed.
"Come at me" just needs some lower numbers (10% is a lot), but not by too much. just making it 4%/6%/8%
"time to shine" also a very good perk, and is pretty balanced if it makes you get downed healthy or not in exchange for the free health state for the other.
"odds and evens" feels both OP and weak somehow, as with SWF this is incredibly strong, but solo would suffer heavily. to keep it somewhat more aligned I say it should be changed to 8%/6%/4% and 4%/6%/8%
for a map I'd say either the area the gang member got eaten or the woods where Jeremy lived (preferably the former as we have many woods maps already)
one last thing to remember is that I'm an idiot, and you don't have to implement any changes I suggest if you don't like them. it's up to you to decide what's healthy for your concepts.
