Hook camping needs to result in slowed hook progression
This has been a much needed change for this game since its release. Behavior, it is time. According to the lore, the Entity is pleased by the mouse and cat aspect of trials. Killers camping hooks does not please the Entity in line with this logic. You need to make it so that hook progression is massively decreased (upwards of 90%) when a killer is within 32 meters (the normal heartbeat radius of most killers) of a hooked survivor . If they want to secure that one kill by camping, let them; but also let them know the Entity, and your survivor base of players, are not enjoying this display.

I believe this was tested at one point in a PTB, but did not work out so well.
I think survivors found some way to exploit it by making the killer near them as well as a few other issues.

Disabling the slowdown if another survivor is near the hooked survivor will prevent these exploits.
That said, in my opinion, it is still not satisfactory, because that does not prevent the killer from camping. A killer may decide not to move further, and wait for the other survivors to come directly to him, or to escape. The problem is still here.
Anyway, devs - while they were looking for a solution before - have now decided that this is a legitimate strategy. Amusing.

Camping a hook should be in the game. If your in a toxic SWF lobby where 3 people are constantly stopping you from hooking someone then why should you not be able to camp and kill them? 1 killer against a toxic group is better than 0 killers.

I didn't say remove camping, I only suggested penalizing it. And I'm not talking about the worthless ranking system, I mean that the unhooked survivors should have a lot more potential to be doing other things while the killer displeases the Entity.
Also, survivors shouldn't easily be able to stop killers from hooking. The few perks they have to prevent a hook from taking place were nerfed or already weak.

So by your logic, gen speed should be reduced if survivors gen hump. I mean the two are both the sole objectives so it’s only fair. I’m pretty sure you will come up with a convoluted reason why it’s not the same.

Gen speed is actually technically reduced for co-op. Two survivors doing a gen together is slower than them doing separate generators. Plus, it is simply in-line with the survivor's objective. It is not a killer's objective to camp.

How many more 2nd chance features need to be added for survivors? The game is already balanced so bad survivors can still do well, thus making it far to easy for competent solos and teams to over power the killer.

No, it should simply be a base part of the game. No perk required. Again, it is 100% in-line with the lore of DbD.

And if you with 3 other solos vs a constantly camping killer why should you not be able to waste his time at least while your terrible teammates manage to do all gens without problems ? Going down while everyone else escapes is better then going down while you did nothing
