Flashlight blind that works even if killer doesn't see the survivor using it

So I was today blinded by flashlight when picking up survivor. The problem is, I did not see survivor who was blinding me nor the flashlight they used. They were somewhere left to me when I was picking up survivor and I know that only because the blinding process begun on the left side of the screen (I mean the light appeared there, then covered whole screen).
How is that possible that killer can be blinded from such an angle?! That must be a bug!
It happened on PC, but I am sure it can happen everywhere.
