Staying the near the hook as a killer should not penalize Chaser Emblem

I know camping is hated and an extremely boring play style, but at times it's the best strategy to do especially when I see survivors hanging around the hook doing nothing and waiting for me to leave. I know the point of the emblem is to help go after multiple survivors every match, but it's pointless if they're just gonna do nothing but wait near the hook for a rescue and chasing them is a waste when you can just camp.
