what are survivors under the effect of a portal , does that mean after they undo one of his portals a negative effect that you have from your add-on/s effects them ?

The Oblivious Status Effect is put on them by default, it stays on them for as long as they're standing on the portal.
The add-ons effects only stack on a Survivor when the portal is active WHILE they're standing on it, it doesn't apply the effect to them after the portal is destroyed UNLESS it says that in the add-ons description. From what I can see, most if not ALL add-ons will apply the effect to a Survivor after the portal is destroyed, the time varies with each add-on.

so what your saying is they have to walk over a portal for the effect to happen , it does not activate if the survivors do not walk over the portal but start destroying it from the edges ? or does it just activate after the portal is destroyed to whichever survivor/s destroyed it ?

The Oblivious effect activates the moment they touch anywhere on the portal.

oh ok so all they need to do is touch it , it does'nt matter if they start to destroy it or just scrape the edges it still activates ?

Yes, once they stand on it the Oblivious effect and any other add-on effects will apply to that Survivor. Depending on the add-on, the effect may linger for a set amount of time.
As for the Oblivious effect, it stops after you step off of the portal.
