Fix the matchmaking criteria.

Came back after the monthly reset to find myself at rank 8, been juggling it for a while and watching every other game be ranks 1-4 and sometimes total random ranks like even rank 14 or worse. Honestly with so many people online, why am I getting paired with such extreme rank differences.
I'm taking screenshots each time, and every time I do there's 25k-35k online and I find my games within about 5s every time no matter what, yet the ranking is always so wide:

Gee it's almost as if it's biased towards giving really high ranks to killers no matter what.
