A game lobby with all 4 survivors but no killer and the game counts down despite missing a killer?

So me and my friend on Xbox were just trying to play a few games, maybe get some adept achievements when we start loading into games (3 games to be exact) with all 4 survivors and no killer, after half a minute or so, the countdown to start the match begin with no killers, now we only had one time where we actually “loaded” into a “match” without the killer but the game ended because we are missing a killer. Is this a bug or just something happening with the servers?
