Is it worth buy a survivor with shards? If so, which one?

It depends who you want and what perks you're after. Keep in-mind that you can't buy licensed characters with shards, only with IRL money through their DLC or Auric Cells through the shop.
With that out of the way, my best advice is to start off with buying Jane for Head-On, it's a pretty good meta perk that you can pair with Megs Quick and Quiet. Another option is to buy Feng Min for her perk Lithe or you can try going for Ace to get his item perks like Ace in the Hole for example. There isn't much else I'd recommend, since a lot of meta perks are already with the main cast (like Borrowed Time on Bill, Adrenaline and Sprint Burst on Meg, Balanced Landing and Urban Evasion on Nea, Self-Care and Botany Knowledge on Claudette, etc.) If you want to splurge and buy some licensed Survivors, than you can try getting Laurie Strode for Decisive Strike or Nancy Wheeler for Inner Strength.
If you want to get a Survivor just for the sake of playing another Survivor, than that's pretty much up to you if you want me to be honest. Pick who you like, see if they're a good fit for who you enjoy.

You should buy Adam Francis, he has deliverance,diversion and autodidact. Deliverance and diverson are great perks, autodidact is too situational, but fun.

It really depends on your play-style, some people like stealth, others like being chased.
Adam Francis is a solid person to buy if you like the stealth side of things, and autodidact is pretty good when it's being built up. If the OP is going for meta perks than Adam isn't someone who offers them, but it's still a solid Survivor to pick indeed.

Deliverance is kinda meta, so he can buy him, or wait for the perk to show in Shrine of secrets

It's a hit or miss with Deliverance, but it's still a solid pick if he's willing to experiment.
Either way, he could just wait for the perks to show up in the Shrine, so that's another option as well.
