does the penalty system work ?

I try to do something in the game for minutes.I'm doing my duties.But my teammates don't do anything.and I encounter such players in another game (or the same players).Are you planning to run your penalty system or are they standing there to take up space? (They waited there without doing anything during the whole game)

    I just had to DC because i was stuck in a flippin locker. Freddy refused to check the locker while i had tier 3 crows for 10 minutes. I finally said to hell with it and took the ban.

    Pretty good job so far.
