Balanced Landing Not giving speed boost when character sick with vile purge

When falling from a great height while not exhausted when using the perk Balanced Landing, the character will not be granted a haste affect. The character will not stagger, but will run at normal speed. The icon that displays the haste effect will not show, but the character will become exhausted for the regular duration.

This occured in a match going against the Plague while the character was sick with vile purge but not in any other situation.
