NOED is popular now; is it that bad though (as of 3.6)?

Short answer: hate the perk, understand why people use it. I think the "do bones" argument has some value (more explanation below), but it is the only perk that truly slows down gen speeds.

Long answer: I agree with the people that say NOED is bad. It should be removed, but not currently. There is a necessary evil to it.

As of this situation, gens themselves are still to fast (this is before update 3.7, my opinion might change afterwards), and as of the moment, NOED is the only perk that punishes survivors for not doing the secondary objective of bones. I do agree that survivors should be told how many are left. Maybe this would encourage them to do bones during the game? I've only used the perk myself once (was for a screenshot of a post a few months back where someone wanted to see bubba get nerfed by increasing his kill rates as a joke), and I think it is a dumb perk, but in this state of the game, as of 3.6, I see its necessity.

Now, why do I somewhat support the "do bones" argument? Well, I'll start off with why I don't support it. As mentioned above, survivors dont know when all the bones are done? They could literally spend 5 minutes looking for something that is already done. Why I do support it is because killers have to deal with this stuff too.

An example of this is DS. If 1 survivor brings in the perk, then the killer doesn't know how many people have the perk. While I know some people use DS defensively, some people, even I sometimes, use it to push an objective. Since the survivor may or may not have the perk, they either take the chance to pick you up, or slug and give them a little extra time.

NOED is the only perk for killers that makes survivors want to do their secondary objective. It is the only perk that makes survivors want to slow down the gens. As of 3.6, if NOED were to suddenly be removed, there would be 0 reason for survivors to not just sit on the gens and plow through them.

When 3.7 comes out. I might think differently. Maybe killers become super powerful due to the map sizes changing, and NOED will need to be changed. But as I see it now, NOED is the only perk that makes the secondary objective worth doing, therefore slowing the game down.

Yes I dislike NOED but it helps, but I don’t think map size changes will change much because only a few map sizes are changing... Plus mothers dwelling is still going to be as massive as ever

Yes it is bad because it doesn't help "slow the game" as people say. It only rewards killers who can't secure kills normally.

If we all stopped using perks like NoED for A MONTH or a similar span of time, maybe one ranked season, and let the devs see just what's happening, and then we might actually get some worthwhile change. As it stands though, that's never going to happen as everyone hops from one crutch to another on both sides.

It's just a hex totem that gives survivor's exposed status when gens are done. By that point in the game, you can just open the exit gates and leave, since the killer can usually only get one survivor downed on the hook. It's not game breaking, since there's already other instant perks, addons, and killer powers.
