A LOT and i mean A LOT of perks are useless on both survivors & killers most of the time you have a lot of meta perks at higher ranks using bad perks will be a lose (most of the time)

meta perks (killer)

Hex:Ruin plus surveillance

noed

BBQ & Chili

thanato

A nurses calling

pop goes the weasel

and a couple more

survivor perks

DS borrow time

unbreakable dead hard or sprint burst

proof thyself adrenaline

and more

buff under used or out right weak perks

thank you, good sir. Bc I run pop on a lot of my killers :)

But honestly these "meta comparisons" usually do not consider, that every survivor plays the same. Killer run perks that synergize with their power in some way, but every survivor is the same (except for body height, breathing & moaning volume). So if killers complain about "meta survivor perks", just look at every huntress or billy build: "every huntress runs Nurses, BBQ, Pop and Corrupt" or old meta billy "Every billy runs sf, enduring, bamboozle and bbq". Most of the time you can tell right of the bat which perks a killer is using just by knowing which killer it is.

Dont get me wrong I want more diversity for perks (therefor maybe some tweaks to weaker perks), but imo you cant compare survivor meta perks to the whole killer roster.
