Surge idea
What about surge proc when you hook someone instead of you downing them? That would make it viable for killers like Huntress (that normally uses her hatchets) and would put more control in the killers hands to where he would like to regress a generator and more time to survivors to do a specific gen before the hook, which can combo well with Thrilling Tremors.

Why tho? You cant use the perk if you need a lot of the killer's power. Hillbilly, Huntress, Demogorgon, Oni's power, Adiris' power and Bubba
You can't choose where to apply it, the survivor can just run away from the gen and then you don't get value out of it.
It's not like the surprise factor will change anything, if you try to hook the person they will commit and probably finish it. If it's when you hook, you free to chase and scare people off the gen.
It still would have poor sinergy with POP.

It's the same with perks like Sloppy and STBFL, they're great on certain killers. It's a strong perk at the moment, and makes it into my build for many killers.

I would rather they buff it in other aspects.
Like increasing % a little bit, increasing the range a lil bit or just decreasing/removing the cd.
