How do I equip a profile pic on the forums

If you're on PC, click on your picture in the top-right corner, and then select "Edit Profile". Then on the right there should be an option to "Change My Picture" where you can choose a new one. After you've selected it, remember to scroll down to the bottom and click "Save Avatar".
On mobile, tap the profile icon in the bottom-right, then select "Edit Profile". There should be a "Change My Picture" option near the bottom of the screen. Tap that, select your picture, and when you're done, scroll down to the bottom and tap "Save Avatar".

I can't say for sure, since I'm not a member of the community team. It could happen, but I wouldn't expect it in the near future.

No, although I think they also have reasons for keeping it the way it is. If everyone could choose their own avatar, they could upload a picture of literally anything, and that kind of thing is very difficult to moderate, especially with such a small mod team. Even the Trusted members, who were specifically selected, as the name suggests, for being trustworthy in terms of maintaining a positive atmosphere and upholding the forum rules, can't select our own profile pictures, so I don't expect they'll be enabling that option for anyone any time soon.
The other reason, I believe, is because restricting the option to mods and devs means that those users stand out a lot more when they comment on discussions, making it easier for members to find official information on the forums if they need to.
