Gen Repair Speed

The update told us that gen repair speed decreases by 15% if another survivor helps you repair it. so you both have 15% decreased gen repair speed. but if you have prove thyself, it increases your repair speed (as well as others affected by it) by 15% so basically your gen repair speed goes back to normal speed. Then why do i see a red color progression bar (which normally indicates slower than normal repair speed). No killer perks that influences repair speed present.
