They are not referring to the picture or the skull at all!
they are mainly writing about that interview with the „classic/iconic horror license“-quote and listing some by the community rumored or wished licenses including Candyman and Alien

I know the filename says skull, but does that look like a skull to anyone?
Especially the upper left area, it's just a giant hole. And the top part is just a long, massive flat thing.

Seriously, though. Unless the lighting and perspective is just weird, it looks like the entire upper left of the picture is just blank space. You can see the "wall" behind it.
There are enough other elements that make the think it's definitely meant to evoke thoughts of a skull, but I'm not sure that's really what it is.

That's not a wall, it's the skull. I think that's called the temporal bone.

Especially near the top, you can see a clear break in the foreground object and the background. There's no way that's a connected part of the foreground image. (You can kinda see the background through the "eye" as well)

It's not a hole, it's more or less a depression most every skull has because of your cheek bone, it just looks really dark because of the lighting.
Also, I don't know why OP decided to crop the photo, this is the original photo where you can clearly see the teeth:

The chapter is confirmed to be licensed, it's likely this skull has nothing to do with the chapter itself it's just really cool art from their art team.

Ah, yes, the uncropped version makes it much clearer. (Yes, I know what a skull is, people. :P )
The cropped version messed with the image enough to make it look like something else might have been going on.
