Thoughts or Ideas on changing weaker perks?

Some perks are functionally difficult to use, really weak, or way too situational, perks like Monstrous shrine and Streetwise (to name a few) may seem decent when read, but when used it's almost unusable or doesn't affect a match that much. Just want to see what kind of changes or rework idea you guys can come up with!

Cruel Limits change I’ve had in mind for a while:
After hooking a survivor, Cruel Limits activates and the following is applied in a radius of 24 meters:
- All window vaults are blocked until the survivor is unhooked or unhooks themselves
- Any downed pallets within range are immediately destroyed by the Entity (note: if a survivor drops a pallet within range while Cruel Limits is still active, it will not be destroyed)
Cruel Limits has a cooldown 50/40/30 seconds.
