Bullying Behaviour-Do Devs take actions on accounts for bullying, self-proclaimed "rapists" in game?

I can understand farming occasionally. I really can, especially if someone DCs. But there is a line between farming and bullying a player to death. Then when I say that I am going to report them, they ask if it's because they "raped" me in game, apparently saying that when they were teabagging my body, they were "#########" me. Does anything happen to these players? Do the Devs condone their players acting like this, especially when they don't fear any kind of retaliation and there is proof of their actions with no remorse? See below screen image and watch the video clip at the following link:

We do take reports seriously, we also act on the reports provided enough evidence is given - and that something that is against our rules has actually occurred in game, so someone cheating for example.

Chat offences on consoles are handled differently and it's the responsibility of either Sony or Microsoft to handle these as we do not have in game chat on consoles. So anything with chat would need to be reported to them.

I've removed the screenshot and video link from your post - the forum operates a strict no Naming & Shaming policy and we insist that screenshots and video's must be edited to remove the player names if it reflects negatively on someone.
