No terror radius myers
I was playing against myers the other day and he hit tier two. However i couldnt hear ANY terror radius. So i was wondering if monitor and abuse allows him to have no terror radius while not in a chase. His radius is 6 and monitor and abuse decreases by 8. Does this allow him to have no radius?

If Myers is still in level one, he will have no terror radius. Even at two, if he is running M&A, it will not be zero but still is a very small radius. You would also have to look out for other perks such as Tinkerer, or his add-on "Dead Rabbit."

He has an addon for reducing his t2 terror. Combo it with monitor and it's probably pretty tiny.

Michael's terror radius in EWII is 16 metres by default, so no, M&A wouldn't reduce it to zero. However, if he combined M&A with the Dead Rabbit add-on, he could reduce it to 4 metres at a minimum.
The other possibility is that he was using a perk which makes him Undetectable, such as Beast of Prey, Tinkerer, Insidious or Dark Devotion, and the perk happened to activate around the same time that he hit EWII.
EDIT: As @Exerlin noted below, he could also conceivably have reduced his EWII terror radius to zero with a combination of Furtive Chase and Dead Rabbit, if he had already hooked the Obsession 3 times before reaching EWII (which seems unlikely, but is still possible).
Another possibility is that you might have been Oblivious at the time, if he was using the perk Nemesis and you had recently stunned him or used Decisive Strike, or if he was using Hex: Retribution and you had recently cleansed a totem.

If he goes into a chase, his terror radius is increase to +8 the normal number, so he would have a 14m terror radius in chase. The addon "Dead Rabbit" decreases his terror radius by some amount while in T2, and the perk Furtive Chase can decrease it further. If he ran monitor, dead rabbit, and furtive chase, he would have 0 terror radius at all times after hooking an obsession 3 times.
If I read that completely wrong and you're surprised he had no terror radius before hitting T2, then that's just his power. He is undetectable until he tiers up once.

Tier 2 Evil Within sets Myers at a 16-meter terror radius. Monitor & Abuse would reduce it to 8 meters outside of a chase, which you wouldn't be able to hear until he's essentially right on top of you. Then, there's the addon Dead Rabbit which further reduces it (I think by 4 meters), for a 4-meter TR. That's as close as you can get to no terror radius outside of a chase, unless you use perks like Dark Devotion or Tinkerer.
