Are the stacks still up when obsession died or once they die it's all gone??

No if the obsession die the stacks are gone.

You would lose the power... However if the Obsession comes back into the game (such as from decisive strike, nemesis, for the people,etc) then the perk would return retaining it's current stack. The same is true for stack perks such as furtive chase and remember me.
