Can I ask if this is bannable?
I wana report this guy but not entirely sure if the devs class this as bannable. a random player went to save me from hook but they spent the next 2-3 mins fake unhooking me and they never did stop until the killer came and got them. this person was also fake healing me earlier on in the same match but I only have footage of the fake unhooking.

I've reported people for doing that as to me, that is clearly an abuse of game mechanics to troll a player
I don't know if anything actually happened to them for it but in mind, that's malicious abuse

yeah its so stupid. just playing to ruin other peoples games. that's why I would class it as bannable.

would I need their in game ID? I have their steam ID and footage.

Not that they necessarily won't, you do have the profile page and footage... but it is a very important step.
Edit: gotta remember, in-game names are easily changed on steam, and you could pick a random steam page and say it is that person, but how would someone check that? I assume the in-game report ties those things together.
