Offerings still spent if they contradict another one, despite what loading tips say

As title says, if you spend an offering that is at odds with another one, the loading screen tips say that it won't be spent, but I just put a Lery's offering down against a coldwind farm, the coldwind farm offering was chosen, and I still lost my lery's offering.
