Does spine chill affect decisive strike ?

I was wondering if it makes it smaller if so does "this is not happening " affect it too?

    Decisive Strike is not affected by This is Not Happening. As for Spine Chill, I don't know for certain, but I'm inclined to suspect that being carried by the killer would not count as the killer looking in your direction, so Spine Chill wouldn't even be active in that situation.
