It means they have been jailed take it from someone who has been spanked by the mods its not fun being in jail dont be that guy or gal.

Someone with bars on their profile picture has been jailed, which is what typically happens the second time you breach forum rules (the first being a warning). If you are jailed, you can't create threads, and I think there might also be a limit on how often you can comment (though I'm not sure about that second one).
