1. Is cross play and progression going on mobile?

2. If so, Does that mean we can get the mobile exclusive cosmetics?

    Based on the live stream and Fibijean's post on it. There is no indication that there will be cross-play and progression with mobile. Only Pc and Consoles. So it answers your other question too.

    Crossplay/Crossprogression wouldnt even work with Mobile.

    The progression system is entirely different and even the maps are different since it's basically a more low poly version of what we already see on both PCs and Consoles. It's just an entirely different game so it wouldn't make sense for it to be able to crossplay with other platforms.

    cross Progression is not even confirmed between Pc and consoles yet. They said they are talking with their partners about it
