Is Survivor(s) Bodyblocking the Exit Gate switch bannable?

We had an AFK Wraith, which is reportable (https://forum.deadbydaylight.com/en/discussion/comment/1157234#Comment_1157234). After all the gens were finished and the Exit Gates were powered I ran to one and saw a Survivor topping it off at 99%, and then they just stood there blocking the switch. I ran to the other switch and just barely beat another Survivor to it.
It's possible for SWF (or even randoms) to coordinate a takeover at both gates. Is that reportable? How long must they stand there for it to be considered holding the game hostage?

It is reportable for a survivor to block another from opening the gate, but not because it's taking the game hostage (it's not), rather because it's classified under "griefing".
