I'm think "Shrine of Secrets" need revision.
Most part of community & me too, usually buy all chapter & characters DLC. But currently due a "sad events" - l'm can't and turned my look on the Shrine to probably atleast get new teachable perks. Via maths, l'm concluded that is very unreliable source for do so (if not impossible).
Currently game have 14 licensed characters which posses in whole 42 perks. Full pool is 126 teachable perks. 42 from 126 is 33% - thats alot of unreachable gameplay stuff.
Year got 48 Shrine rerolls, each include 4 perks = 192 / 42 - in best case scenario we have ~22% chance to get everything.
Obviously this never happen due other 84 perks of original characters. Chance with this fact drop... l'm afraid say below than few percents.
What means hard even part of "licensed perks" extract from Shrine. I'm feel sad for those who never would check out some OP stuff like "Decisive Strike" - the eternal META.
I'm dosen't have any suggestions, just want attend community & developers to this problem, main idea of "The Shrine of Secrets" was introduce more ways to get teachable perks than horrible painful grind. Time goes, system got outdated.
Shrine was released in far 2016. There was much less perks, so system was pretty handle for everyone (from newbies to seasoned players) - now imo not.

Maybe they could bump the perk amount up available from 4 to 6 or something like that.
