PTB Access via Windows Edition?

Is there a way to access the PTB using the Windows client. I've looked about online and everything shows to the Steam client only having PTB. Is this the case? As I always thought it was PC only that had PTB regardless of which client was used.

    No, only Steam has access to a PTB I'm afraid.

    Also, the PTB has closed in preparation for the new chapter.
