How do I get Bill's Christmas sweater?

I've been playing Bill a lot and I wanted to get his sweater for him. Whenever I go to the store, it's not there. I go to outfits and then go to T-shirts, but it's not there. Was it limited or am I missing something? Any help is appreciated!

Im pretty sure its free?
You should already have it unlocked in your inventory
If you cant find it then it might be a bug
