So will any Silent Hill perks be getting buffs?
I mean we can all agree they're all...meh to bad so will any of them gonna get a buff even if a small one?

We likely won't know until the day they release.
Keep in mind that Mindbreaker exists and Gearhead was needed. Both were called weak in their ptbs with no buffs.

I would not expect a Buff anytime soon. Devs seem to go the way that they release weak things and buff them later, instead of going for strong Perks.
(Which is how balancing makes sense, tbh. It is easier to buff weak Stuff instead of nerfing strong Stuff)
But yeah, the Perks are all quite underwhelming.

We probably won't find out till next Tuesday.
If we go by past track records of buffing weak perks coming out of the PTB, we'll being seeing nothing significant...if at all.
My gut tells me they'll do something because pretty much everyone has complained about how completely terrible they are, but yeah, nothing significant enough to make them not terrible and we still won't see them ran after the initial hype. I feel the general level of "balanced" they aim for on killer perks is quite weak. If we ever see a change in direction though I'll gladly change my opinion.
Most the killer perks are so over stacked with checks and balances(cooldowns, requirements, costs etc) for a minimal effect. Where as this same philosophy is rarely applied to survivor perks. If we look at all the meta survivor perks, none of these checks and balances apply.

These are the same devs that nerfed Gearhead while Deathslinger was on the PTB. They are absolutely not going to buff anything of PH's.
