Chainsaw bug with leatherface and billy

Theres a current bug going around with billy and leatherface where the chainsaw will only injure a surv instead of downing them, I have no idea how to recreate it and other people have said this has happen to them, its happened in 3 games randomly, yes these people didn't have mettle of man they just as confused in the end game chat as i was

you're an idiot this is obviously without speed limiter this happens randomly you can't recreate a bug with the base chain saw and no add-ons with a add-on that for sure make it so it doesn't down someone in one hit
