The Legion Rework Concept
The Legion's concept as four separate people the Entity brought in as killers felt incredibly cool. However, in the actual game, there is just about no representation for The Legion actually being multiple people, and is rather just playing one of them at a time getting into a frenzied bloodlust.
Using ideas such as the Ice Climbers from Nintendo and the teleportation to a previously placed device such as Overwatch's Sombra or Apex Legends' Loba, and the idea of what multiple people representing a killer should be while still attempting to keep it fair, I developed the following idea for a rework to Legion.
This would create the actual feeling and pressure of The Legion being four separate people, and the resulting map pressure it would exude as they work together to take down Survivors, and be able to bait and mind game survivors through standing still to test their wits.
All names, numbers, and effects are just theoretical/freely changeable as needed for balance other than maintaining 3 Members of the Legion since that is the theme of the power itself.
The Legion
power: Feral FrenzY SAVAGE HORDE
Press the Power button at a location to place down 1 Member of the Legion.
- The Legion can maintain up to 3 Members of the Legion.
- Stand next to a placed Member of the Legion to collect them.
- Placed Members of the Legion stand idle and emit the same Terror Radius and Red Stain and perform the same idle animations and sounds as the player would, but do not trigger Spine Chill.
- Blinding or stunning a Member of the Legion will cause the respective animation and sounds to play.
- Members of the Legion have unit-collision but may not be placed in areas where it would not let survivors pass to any side.
Special ability: Shared sadism
Press and hold the Active ability button to perform Shared Sadism and swap locations with a Member of the Legion within 40 metres after 2 seconds, leaving a Member of the Legion at the original location. For each injured Survivor, the cool-down of using Shared Sadism is reduced by stack-able 15% (starts at 20 seconds).
- Cannot use Shared Sadism on the Member of the Legion that was swapped to your original location for 10 seconds.

Janitor's blood
Hitting a Survivor within 5 seconds after using Shared Sadism reduces the cool-down of Shared Sadism to a flat 0.5 seconds. The cool-down of swapping to previously-swapped Members of the Legion is reduced to 2.5 seconds. Lasts for 30 seconds after activation.
ORMOND'S MAP
Hitting a Survivor within 5 seconds after using Shared Sadism will make The Legion run at an increased movement speed (5.0%) and gain the ability to vault Windows and Pallets at an increased speed (0.9 seconds) for 10 seconds. Hitting the same Survivor will end the timer. Hitting a survivor not hit yet will reset the timer.
Bloodstained phone
If a Survivor passes within 10 metres of a Member of the Legion's facing line of sight, it will alert The Legion with a noise notification.
Prop Knife
If the Survivor is within the Quick Attack or Lunge Attack range of the Member of the Legion, it will perform the animation but deal no damage and will also reveal the Survivor's aura for 3 seconds.
Smiley Face Pin, Defaced Smiley Pin, and The Legion Pin's conditions become "Hitting a Survivor within 5 seconds after using Shared Sadism" instead.
Scratched Ruler and Etched Ruler reduce the cool-down of swapping to a Member of the Legion's 10 second timer instead.
Mischief List, Mural Sketch, and Stolen Sketch Book reduce the cool-down of activating Shared Sadism instead.
Friendship Bracelet, Never-Sleep Pills, and Susie's Mix Tape increase the maximum range of Shared Sadism instead.
Julie's Mix Tape, Joey's Mix Tape, and Cold Dirt reduce the time needed to channel Shared Sadism instead.
Nasty Blade applies the Hindered Status Effect and Filthy Blade applies the Exhausted Status Effect for 60 seconds when a Survivor is hit within 5 seconds after using Shared Sadism instead.
Fuming Mix Tape and Iridescent Button are removed and replaced with Janitor's Blood and Ormond's Map instead.
Stab Wounds Study is removed and replaced with Bloodstained Phone instead, and Prop Knife is added to the Very Rare (Purple) Add-Ons.
Frank's Mix Tape's effect is replaced with the following effect instead:
Hitting a Survivor within 5 seconds after using Shared Sadism will trigger Killer Instinct, revealing the location of all survivors that are within The Legion's Terror Radius for 10 seconds.

Sounds interesting , but Legion is pretty much fine now. Yes, they may be mediocre and boring to play. But they are pretty much in a good standing point in almost everyone's opinion. Their the easy realistic to-go killer if you just want t farm bloodpoints or rank up fast. 😀
Good concept though , but..with the current meta, it wouldn't be too strong.

Good or not, you can tell effort and thought was put into this idea, unlike 2.7.0 changes.
A huge problem with this is, you're removing feral frenzy. Most legion users hated the 2.7.0 changes because feral frenzy was nerfed too much to feel like feral frenzy. Legion is liked for his feral frenzy, and inflicting groups with deep wounds.
@Crackgear Still needs to remove the lowering for basic attacking someone and other little buffs, and i would add miss penalty removal but it seems like they are strict about this. Even mobile has the miss penalty despite being extremely hard to hit someone compared to PC.

I really love this idea, when I first started reading i thought it might be to do with teleportation but maybe by stepping in lockers but I like this a lot more.
I do agree though as mentioned above that feral frenzy needs to be kept in some form so this would also have to be balanced around that power too but i really do like the idea and you can tell how much thought you put into it. It could be like how demogorgon has portals but can also shred or how freddy can teleport to gens but also set fake pallets/snares

I love the concept and I think you did a great job with it but I still think they need something else. Cause now they've lost their ability to injure people and nurse can probably still move around the map faster considering the cooldowns and restrictions of your power. This would be insanely strong with Distressing and Coulrophobia though!

Its a fun topic, but it would definitely change Legion almost entirely. I don't like playing/playing against Legion currently, so if he changes, it really doesn't have a negative to me. But it would be a really complex character.

I would only be OK with this if they simultaneously added a new Killer with Feral Frenzy as their power. I agree that Legion's current power and play style does not represent the fact that there is 4 of them, but I do not want the stab happy play style that Feral Frenzy gives removed from the game.
