Why isn't streamsniping bannable?

Streamsniping is bannable on almost every multiplayer game, so why isn't it bannable on dbd?

Unfortunately bhvr can not control anything that happens outside of Dead by Daylight.
This includes private Steam messages/groups/names, PS4/XBOX messages, Discord messages, Twitch/social media interactions, etc. Anything that occurs on these platforms must be reported to the respective authorities.
Twitch has specific ToS for stream sniping

Because this is not happening inside the game only, that is an external source. Like they will never be able to detect comms, if you use a crosshair software/monitor etc. Almost impossible to proove and the solution to this is not in the hands of BHVR

For the same reason swf using voice chat is not bannable.
