Empowering Killer Powers
Right now I think we can all agree there's a pretty massive disparity in terms of Killer powers. You have Spirit's and Nurse at the highest end with their incredible useful movement-based powers that allow them to not only close chasing distances but also mind-game pallets with high probabilities of success assuming the player piloting the Killer is passably skilled.
Then you've got the bottom tier Clown and Legion, who are really just glorified Mouse 1 Killers. These Killers are two sides of the crap-covered M1 coin, where Legion has a speed steroid but can't down people while they're using it, and Clown has a speed debuff but it doesn't do any damage and does nothing against pallets or strong loops. Their powers are only marginally better than having no power at all.
My proposition is very simple. As of yet, do not change anything about the powers themselves. Instead, reward a Killer for using their powers effectively. Every Killer should have a version of Pyramid's Head's ability to insta-hook and this actually plays nicely into the different Killer's powers based on how difficult their powers are to use.

Anytime the Killer downs someone using their power the Killer should have the option to send them immediately to a customised form of torment that counts as a Hook, much how the Executioner's Cages function, but they would have to do so within a small window of time, so if they slug then they lose the option.
For instance, if Wraith downs someone with a Surprise Attack trigger, then they would have a short period of time to insta-hook them, however if they go after another Survivor who's floating around, then that window will close and when they come back they'll need to hook them normally.
There are a variety of reasons to do this, but the biggest one is something I've advocated for in a lot of my posts which is giving Killers more moving parts.
Right now Killers are very baseline, they have painfully simple mechanical functions that don't allow for a lot of creativity. Adding this function gives the Devs room to add additional effects to existing add-ons that can change how these Instahooks affect the Survivors trapped in them. It also opens up new avenues for creating new perks. It also rewards Killer for effectively downing Survivors with their power by giving them the ability to bypass the time-consuming effort to dragging someone to a hook.
Overall, my goal is to make the game more fun. As we've seen in the Silent Hill PTB the instahook mechanic has its own benefit to the Survivors of throwing the 'hooked' survivor somewhere near the dark side of the moon, which limits potential for facecamping and gives an immediate opportunity for a rescue. Personally, I think that's good. Camping isn't an effective or fun Killer strategy for me, anyway.
