Why Did You Nerf Blood Pact?

The perk was already terrible in the PTB, so why do you now have to FULLY complete a healing action before being able to use it? Sure you get 2 more seconds (yippee...) but what's the point if the perk has no purpose if you don't get the heal off? The extra 2 seconds is not worth the massive restriction of having to fully complete the heal, not to mention the whole "dead perk if obsession" thing really makes this perk not worthwhile to use over Bond or Empathy.

If the condition is going to be a completed heal the effect needs to last much longer. No shorter than 30 seconds for sure. No longer than 1 minute.

Yeah, the perk was already meh on the PTB so why they'd give it a hard nerf like this I have no idea. Well, off into the pit of worthless perks no one uses I guess...
