Why are the legion rabbit mascot skins very rare rarity and not legendary?

i mean they replace full outfits? thought that was the point of that rarity being that they are full replacers.

As far as I remember the Legendary outfits are also supposed to have different animations and sounds.

According to people who bought the Legendary outfit (Lisa Garland), there are no new voices. Only lobby animations and obvious face and outfit look.
To the OP, the outfit isn't really a Legendary since it's just a costume and doesn't change the killers look in anyway beyond the obvious costume, similar to Clown's elephant, but they seem to be making these new costumes a 'Must wear all 3'.

thats fair enough i suppose, kinda wanted to swap in and out the knife or see how silly they looked in a flannel with a giant rabbit head haha
