PC - 4.0.0 - Can't use power as Oni

So, as you can see from the video, I press Lctrl, but nothing happens. Problem solved when I hit another surv, but, still, this bug had massive impact on my game.

yeah this has been an issue for me, but i only just bought oni so i thought this was an element of his power (?)

Did you get your power passively or from hitting a survivor/absorbing blood? I was just playing and it seemed consistent that if i passively gained my power, it wouldn't let me activate it. Haven't found if this a bug that's been reported or not in my case.
