Why is PH's Ranged attack width smaller than shown?

Everytime I use his ranged attack, you'd think it'd actually hit the survivor if they are in it, but nope. Seems to only really hit if they are in the direct center of the firing line. Seems pretty ridiculous for that to happen when you also have to fight the worlds most autistic control scheme of using it.

    I've experienced this as a survivor where i'm close to the edge of it, while seeing the thing right under me, and it misses. Chalked it up to latency but I wouldn't be surprised if the hitbox of that attack was wonky.
