S tier because he is pretty good if you know how to use it without any chance of the survivor evading your hit.

It is pretty early to say, but I doubt he would end up being s tier or c tier. Probably B tier, maybe A.

He goes into B tier for me due to the fact that it doesnt come down to the killers skill with the power, it comes down to the survivors reaction times and awareness.

C Tier
His power is wayyyyyy to slow, if you compare it to other killers with similar attacks, demo and huntress, you can easily see him to be worse than both as it’s much much harder to hit which I guess might be fair if your looking only at using it through walls but the majority of the time your playing a worse huntress/demo as usually you can Get a hit with there powers and not his unless there animation locked which you can get a hit with ANY OF THEM and has a power that lets him tunnel easier. Honestly would much rather play legion

A Tier
He's an A once you start to mindgame his punishment to use it effectively.
It's more of a matter of when to use it rather than how to use it. But still, this chase shutter still lacks mobility so very vulnerable to survivors who play gens in an organized way.

B Tier
I think PH is B tier because while he has somewhat mediocre chase potential, he also counters every hook perk, which most of them are meta or incredibly strong perks (DS, BT, Deliverance, etc).
I guess you can also make the argument that he doesn't get much use out of his hook perks, but I use PGTW on him and still get value out of it, so I'm fine with it.
But his ranged attack is the worst in the game.

A Tier
Between low A tier and high B tier if used correctly. He's difficult to master and you shouldn't use POTD unless you know for a fact it's a guaranteed hit (aka when players are locked in animation when dropping pallets/vaulting or you see them through walls with I'm all Ears/Nurses Calling) You can also easily bait POTD, so if they don't drop the pallet/vault the window, then you can just M1 them.
It's also not a good idea to always cage people, instead they should only be used to avoid a possible DS/flashlight save or if there are other players near you, forcing them to spread out and waste time traversing across the map.
