Madness Tier 3 and Mending

Why aren't you able to mend in madness Tier 3? I assume it's because it counts as healing action, but having to snap out of it first is really annoying. This doesn't happen too often but when it does it's super bad because if you miss a skillcheck you're basically forced to run until you find a teammate.

Mending does not count as a healing action it's just that madness takes precedent over it.

Ah okay, it's kinda dumb that a vital mending action doesn't take priority.
