Clown's reload should give bottles over the duration, not all at the end.
What I mean is: Clown currently has 4 bottles and a 5 second reload time.
-However, no matter how many bottles you are reloading you still have to wait the whole 5 seconds.
-Usually, you don't need all of your bottles to finish a chase, but are forced to reload all of them once regardless.
these 2 facts make Clown feel very clunky, especially during a chase. So instead my proposed change is that Clown gains 1 bottle every 1.25 seconds while reloading, so if they only need 1 or 2 bottles they can reload for 1.25-2.5 seconds instead of waiting the full 5 seconds.
This is an intended buff and a way to make clown more fluid, as he suffers from both clunkiness & being weak.

As we all know, if the devs do anything with any killer there will be a bug also what affects a lot of things. What you want is a very-very-very difficult thing to make in this game and probably Clown would be unplayable after this. Here is some example what Clown would do due to the bugs:
- Constant laugh
- Dropping all his bottles in one time
- Bottles would explode, launching survivors out of the map
- If a bottle dropped it would instantly complete a random generator
- The Clown himself would be slowed and blurred instead of the survivor
- The Clown would emit pink gas till the end of the match,showing his position to survivors all over the map
