Bubba. Hes far more reliant on add ons than legion. Unless you go full basement bubba and camp and tge team is altruistic. In that specific scenario bubbas better

Legion, definitely. Bubba at least has an instadown and can break pallets slightly faster and potentially minigame and zone with his chainsaw. Legion just makes you mend for 12 seconds then eats a 4 second stun while the survivor is basically guaranteed to get to another loop or window. Both lack map pressure but Bubba's power can at least help in in a chase, Legion can't do anything during chase with their power other than get an easy first hit.

Bubba is worst, he doesn't have pressure any time and he's countered by pallets or windows, even structures
Legion has the best start if you land at least 2 hits with feral frenzy, and has potential to end chases faster cause survivors dont heal

For camping bubba is better, for downs I'd say he is better, for pipping legion, for points legion, actual power legion, for bugs yeah legion has more bugs as of now, for map control and pressure legion, addon wise legion, fun factor imo legion, most hated out of the two bubba.
