Ivory Mori possibly bugged?

I was playing a match as trapper and I bought a mori so I could finish the execution tome slightly flashy and i couldn't mori the person I hooked first and downed. I kept trying on the last survivor in different locations on the map, different spots on the survivors, or even on different people. I have evidence for this ( https://imgur.com/gallery/7yb7yPc ) at this link. I hope that it isn't actually bugged but if it is I hope it gets fixed soon
