Here is my suggestion how to change legendary skins. Lisa Garland should have a different voice actress than Cheryl also her name should change to Lisa Garland when you equip her. Once you reach P3 as Cheryl you should be able to unlock a bloody variation of Lisa’s legendary skin. That way there would be way more possibilities for future legendary skins and definitely more people would buy them.
