Are the bloodwebs bugged or am i just strangely unlucky?

I've gone through 15+ bloodwebs at max level and have got 0 event flashlights, 1 event medkit, and an event cake on every single bloodweb in the exact same spot. You would think that it being an event, they would make the event items appear as commonly as possible but apparently not.

I've also gone though about 10+ chests during trials with plunderer's and only got 1 event medkit and 0 event flashlights.

    Im 1M3 bloodpoints in and so for ive had 0 flashlight or medkits. I'm pretty sure the drop rate is bugged otherwise what's the point to create an event if the players cant even get the special items
