Hook deadzone in the game?
In one corner of the game there was only 1 hook then a hook upstairs so i had to hook a survivor on it. Then another survivor is in that area and i down him and realize there is no way to get to the other hook so he wiggles out. Then runs right back into the corner i down him again and try to get him to another hook he wiggles out again and goes right back again. What am i supposed to do here?

Leave him slugged. If he’s so eager to not get hooked he can enjoy bleeding out on the ground.

Is he the last Survivor? If so, you probably messed up your Hooks. If not, just let him go, he either will be in another area later or he will be useless in that same area all the time. I mean, you cannot afford to hunt the same guy all the time anyway, if there are other Survivors alive.
But if you used all the Hooks in that area, that is on you. I never ran into the situation to not find a Hook on The Game, the only map with really stupid Hook spawns are the Swamp Maps, from my experience.
(I mean, could entirely be possible that The Game can have bad Hook Spawns as well, but I have never seen it so far)

Im guessing it thought the hook upstairs would be possible to get to? Because literary all it was was one hook downstairs and one upstairs and there was no stairway nearby. And yeah he was the last one so he was doing it i guess to get me to eventually give up and give him hatch. But idk why hed decide to do it like that.

Unfortunately, it means you're gonna have to leave them on the ground.
That is truly the best you can do there.
