The Obsession
I understand that its something that becomes active when there is a perk that activates it, but I'm still confused as to its purpose with certain perks that don't give any advantage or disadvantage and it just exists, like with Blood Pact or For the People.
I've seen times when I die as the obsession that I then get 1,000 Blood points.
Does the killer get similar bloodpoints for interacting with the Obsession in a way when a perk on the survivor side activates the mechanic but it doesn't actually interact with any killer perks?
With some perks they only make the Obsession mechanic activate but dont really do anything to change how you want to play with the obsession, so I'm confused about it.

When Halloween DLC chapter came, then it has sense having an obsession. Being the obsession meant that you could activate decisive strike when the killer picked you up (In those days decisive worked since the start from the match until the moment the killer decided to pick you when you were downed), if you weren't the obsession then you had to wiggle until certain percent of the wiggle bar.
Unless it's Blood pact, now the obsession mechanic it's just to tell you if there are perks like Decisive Strike in the match or not.
