Bloodweb showing only 3 instead of 4 perks available

So I just normaly did my bloodwebs on Detective Tapp, when I experienced there are just being three perks available despite 4 as intended at level 50 Prestige 3. At first I thought I was at the limit of getting perks, but next bloodweb still 3 perks available. So i looked up how many perks i was lacking, and there are still 17 perks that need to appear in the bloodweb yet. So I was curious, so I completed this bloodweb too and even the third bloodweb in row just offers me 3 perks instead of 4. So I at least lost 2 perks by now, maybe more if i just missed it before. So it seems to occur now every bloodweb on Detective Tapp for me.

I tried Bloodwebs on Bill Overbeck, also level 50 Prestige 3, and this issue does not seems to occur.
